To be recognised by iPadOS, the attached USB storage device must be formatted to FAT, FAT32, exFAT, APFS or HFS+ with a single partition.

APFS and HFS+ are Apple proprietary - limiting the computer systems to which the storage device can be used.

If data portability and universal support is desirable, then FAT32 or exFAT are considerably more flexible - as these filesystem formats are almost universally compatible with most Operating systems.

Be aware that iOS/iPadOS devices do not have the ability to format external storage devices. To format and partition your storage device for APFS and HFS+, you must format the device using a Mac computer. FAT filesystems can be successfully formatted using PC, Mac or Linux computers.

Returning to the question within the title of your post, the “best” ssd format is the one that fits your needs - flexibility often being a major consideration. The majority of storage devices are likely, by default, to be factory-formatted as FAT32.
