Notation - Mojave is the Last version to support 32 bit applications / extensions and Drivers. Catalina & Big Sur supports only 64 bit and there is no workaround.

Your question makes no sense. Are you asking where you can go to download Safari? If so, you should know that Safari is installed as part of the Mac's operating system and cannot normally be individually installed. To upgrade Safari, you will need to upgrade your operating system, if that is possible to be upgraded to a newer version.

My computer is older and using OS Sierre so I don;t think there is an upload? Why did I lose it??
