The buttons at the top of finder are wiggling back and forth, what does that mean?

Wiggly buttons means that you've entered Customize Toolbar mode in Finder.
You'll need to click the "Done" button at the bottom of the dropdown window that displays all the other toolbar buttons that are available, or press the Esc (escape) key.
