My goal is to keep my originals on my old iPhones. I’ve ALWAYS saved the originals for both iPhone6 and iPhone7. I have the needed space on both iPhones.
What is the exact process to ensure that I keep my originals on both phones prior to updating to iPhone13?

To download the original photos and videos on your iOS device, go to Settings > [your name] > iCloud > Photos and select Download and Keep Originals.
once all your photos are downloaded sign put of icloud and the photos should be there. Make sure you make a backup.
If they are optimised, your phone stores smaller versions and you will need a internet connection to download and view the high res pics.
