My wife owns a 2012 Macbook pro. We shared it for awhile so I had purchased the Garage Band Library and some other add-ons. She does not use garage band and I no longer have access to her laptop. Is it possible for me to move the Garage band app from her laptop to my new macbook pro?

Yes, The New Macbook pro is under my Apple ID. The garageband application was already on my wife's laptop when we purchased it, but I upgraded it and bought the full suite. The problem is, She has her own Apple ID but she keeps forgetting her password. She has even forgotten her own e mail password. What can I say?
My understanding is I can only recover items that I have purchased using a specific Apple ID and Password. If you change your password, those purchases cannot be recovered , without divine intervention from Apple. Yes, Her passwords should be available on her Keychain but she doesn't even know what that IS,
