What web browser should I use on my iPad 6 if Safari is out dated?

Safari is updated when iPadOS is updated. If you update to iPadOS15 Safari will be up to date. But there are numerous other web browsers. Search the App Store.

As long as your iOS/iPadOS version ois fairly up to date, anything from iOS 12 and later, the default iOS/iPadOS Safari Web browser is still fine to keep using.
