"Your account has been disabled and in the App Store and iTunes"

I randomly got this message. I went to buy a product off of the game i play, and it continues to say this, i've tried signing out and back into my apple account, waiting up to 3 days, and everything they say to do on the internet. I had over charged a card i used to use and payed off the debt with an apple gift card. It was a 50$ card and when i put it on my account it turned into $11.03. I believe this is a mistake on your guys' end, and i'd like it fixed as soon as possible.

The people who answer questions on these boards are mostly other customers, not Apple employees, and can't resolve it.
