Can you guys close my account so that I can open a new one because my account is restricted ?

The Apple Support Comminities are for users to assist other users. Apple does not provide support in the communities.
This Apple Support article will show you how to verify your identity so the restriction can be lifted.
If your Apple Cash account is restricted or locked - Apple Support
“Go to your Apple Cash card
- iPhone: Open the Wallet app, then tap your Apple Cash card.
