Thanks for visiting the Apple Support Communities. It looks like you are trying to sync music with Apple Music or iTunes Match, however you're receiving an error that some songs are not eligible. We are happy to help!
First, make sure all the content you're trying to upload to the iCloud Music Library was purchased or downloaded with the same Apple ID as the one you're paying for Apple Music or iTunes Match with. Music purchased/downloaded using a different Apple ID cannot be uploaded to your iCloud Music Library.
We'd also encourage you to make sure you are signed into this Apple ID on the computer you're using: Sign in with your Apple ID - Apple Support, and that the computer is authorized to that same Apple ID: Authorize or deauthorize your computer for iTunes Store purchases - Apple Support.
Next, make sure the content meets the specifications outlined below, from Use iCloud Music Library on PC - Apple Support:
"Your iCloud Music Library can keep the following available in the cloud:
- Up to 100,000 songs, not including songs (or music videos) purchased from the iTunes Store; files can be no larger than 200 MB
- Matched songs (songs available in the iTunes Store, whether or not you purchased them there) at iTunes Plus quality (256 kbps DRM-free AAC) and other songs at their original quality
- Music videos purchased in the iTunes Store
- Playlists that include only songs
- Smart Playlist rules, which are applied on the computer or device they’re downloaded to"
