Yes, normal. It's lens flare. The dots were plainly visible before you took the photo. And by angling the camera relative to the scene could have completely eliminated them. These artifacts are common on the most expensive camera systems and are most apparent when photographing brighter subjects in lowly lit or night scenes.
Still, normal and avoidable if you take the time to better compose the photo through careful angling of the camera in these types of lighting situations.
