Password Hack?

I am getting emails that my apple ID has been changed but I did not change it. Then I go through and review the purchases and there are some I did not authorize. I do not give my password to anyone in the family I enter it in myself and set it up to require a password for each time. I am requested refunds siting fraud but they come back saying not eligible for refund. I have the two-factor authentication on. Whenever I have to reset the password a notice comes through on my watch or MacBook asking if I will allow this. But somehow the password is getting changed without my knowledge or these steps I have to take. I have lost 100's of dollars because of fraudulent charges. When I try and speak to someone at Apple they just tell me it's not possible for anyone else to change the change the password.
