How do you resize a photo in Big Sur Apple Mail? WITHOUT using another program?

Where is the option — in a Mac Mail message you are sending ‚— to choose the size of a photo attachment??? It has been there forever, and now in Big Sur it is gone — or just now cleverly hidden to make it "more useful" to people, a favorite move of developers as of late.
