I have 2 iPhones, one for myself and one for my husband. I just upgraded my iPhone to a se 2020 and gave my husband my iPhone 6s. I was getting his calls and text messages. Do I need to set up a separate account for his phone?

Yes. Each person should log into their devices under their own Apple ID. And, of course, he'll need his own phone number too.
