I had password issues during transfer to the cloud. My new iPhone 13 is on and functioning, but nothing transferred.
I had to reset my Apple ID during set up of my new iPhone 13. Nothing transferred from the icloud

Wait it Out:
It does not transfer in an instant. So, you'll have to just wait it out. Resetting the Apple ID would play no part in this.
