Could not activate mobile data network

I have an older iPad that I am trying to set up for my parents and have have a sim and it works fine in my phone but I cannot access the internet on the iPad…

Enable Cellular Data:

So, what happens when you go into Settings, and then enable Cellular data? Does that make this go away? If already enabled, then disable it, and then enable it.
