Apple Pay on your Mac is disabled because security settings were modified
I followed the steps to assure I have good security:
Secure Boot: Full Security
Big Sur v11.6
MacBook Air (M1, 2020)

MacBook Air 13″, macOS 11.6
System: 2021 16" MBPro with M1 Pro CPU
MacOS: Monterey 12.0.1
FileVault: Enabled
It seems the Apple Wallet wants to make absolutely certain the latest OS updates are installed. I went in to Preferences->Software Update. That triggered the system to check for updates. Click "Advanced" and make sure "Check for updates" is checked. On mine it was. After that, I was able to add cards to my Apple Wallet.
