repair person installed non-Apple battery in iPhone SE 2020 and now Touch ID is not working

It has nothing to do with the battery, and everything to do with an incompetent repair. Replacing the battery should not break Touch ID unless something else was damaged in the repair process. The repair person owes you a replacement phone, as there is no way to repair a broken touch sensor.
