I'm sorry, but a US Watch will not work on cellular in India. There are different versions of the Apple Watch cellular, and you will need one that is designed to be used in India. You will have to purchase in India, since the version for India is not sold in the US.
The watch cellular feature will almost certainly NOT work when importing between countries. The paired iPhone and watch MUST be setup and used with the same carrier.
