Preference pane hangs in both Photos and System Preferences which I try to uncheck iCloud photos

This happens on my iMac and my MacBook. It does not happen in my family members' accounts on the same iMac.

MacBook Air 13″, macOS 11.6

system preference Photo selection The photo selection in system preferences won't stay checked. When I go into system preferences for iCloud the photo selection is not checked. When I select it and enter password nothing happens. I know I'm using the right password, since it doesn't error, but nothing changes, and I also can't change the library in photo preferences. Photo Problem How do I stop my photos from opening each time I open my Macbook Pro! I have been on the phone with the Apple people and no one can figure it out I remember on old Macs there was a place that you could see what was on your startup mode but this does not seem to be present anymore. Can't turn off iCloud-photo My iCloud photo sync is not working so I would like to turn it off and on again. But I can't turn it off. When I try from system preferences - iCloud - photo. Then it tell's me to open iPhoto and turn it off in there. But in iPhoto - preferences - iCloud there is only this massage: Do anyone know what to do? (MAC OS 11.5.1 on a iMAC M1)

Boot into Safe Mode and try to disable iCloud Photos.
