Hello ~ Did you perhaps share your passcode and perhaps your Apple ID with others? I would urge you to get in touch with your credit card company or companies to prevent further charges and take a read through info below:

You can’t. Did you not have a passcode on your phone, that would have prevented them from accessing the wallet?

All the details should be available to the bank which issued the card supporting Apple Pay. This scenario should not be possible unless the thief knew the passcode to unlock your iPhone, so this will probably reduce the search to relatively few individuals who will all be known to you.
Or stolen while it was unlocked, and not immediately put into Lost mode (which would have erased the Wallet) and might not have been possible. But whatever happened was equivalent to having your physical wallet stolen. And like having your physical wallet stolen, there isn’t much you can do about the loss unless you have personal insurance.
Hello again ~ I understand the process but maybe not the logic. I keep my devices locked and protected as I don’t see it as an inconvenience to do so because of the importance of information on the device. That is due to the exact? circumstances here. 🙏

If I remember correctly never setting a passcode will prevent Apple Pay being setup, and will remove all current cards from Apple Pay if the passcode is removed or turned off.

You must have a passcode to use wallet. But you are not required to have the phone lock automatically.
