I have a IMac (24-Inch) from Early 2008, running OS X El Capitan. Can I get a New Mac Mini and use my IMAC as a monitor?

Sorry, no. You cannot for the following reasons:

24-inch iMac computers were never supported with Target Display Mode.
Only certain 2009-2014 iMac computers were ever supported by Target Display Mode.
Target Display Mode is not supported with Apple Silicon.
Target Display Mode is not supported with macOS Big Sur.
