I can’t upgrade my MacBook from high sierra to Catalina

I have 500hdd available and 8gb ram. Each time I download and try to install it shows this software is encrypted

it installed normally. The error message occur during installation when the system is about to boot up. Then it will write this software is encrypted and can’t be installed (then it will show me option to restart after clicking restart.it will boot up normally but the Catalina is not installed ) I didn’t take a pics 😔😔
