icloud storage sharing

I bought the extra icloud storage. We are in the process of backing up my husbands photo's etc. to the cloud. he does not have any space on his iphonex. I used my iphone 13pro to invite him to use the extra storage in the cloud. his phone does not recognize this. do i have to purchase a seperate share plan in order for him to use some storage that i already bought?

You must have Family Sharing enabled to share storage.
