I searched and couldn’t find anything so I apologize if this is a duplicate.

is the all caps feature not working with the iOS 15 update? Previously you could double tap the arrow up and now it doesn’t stay locked. 😞

Go to Settings > General > Keyboard > All Keyboards > Enable Caps Lock or do a Force reset if Enable Caps Lock is already enabled.

It works for me with the current iOS 15.0.2.

Sorry that doesn't help much as I don't have any ideas about why it wouldn't be working for you.
