iCloud account on iPhone 7
Am I able to create a second iCloud account for myself on an iPhone 7 which already has one from the previous owner.

The only way to use multiple Apple IDs would be if you are using an Apple ID for iCloud and another one for purchases.
If you purchased this iPhone from a stranger and their Apple ID is still connected, you’ll want to get in contact with them and have them remove it via iCloud.com, as this may cause issues when attempting to use certain services and/or when attempting to get service from Apple.
