If I connect the latest Apple TV to an AV receiver (Denon AVRx6300H) to play Dolby Atmos True HD sound, does the receiver need an HDMI eARC input for the Apple TV?

Apple TV 4K does support Dolby Atmos, but not Dolby Atmos TrueHD. The latter is an audio format for mostly Blu-ray discs, not online streaming services.

To get Dolby Atmos, connect as

Apple TV 4K →[HDMI]→ AV receiver →[HDMI ARC/eARC]→ TV (recommended)

Apple TV 4K →[HDMI]→ TV →[HDMI eARC]→ AV receiver

The normal use of ARC/eARC is for the connection between the TV and audio system.

The eARC feature mentioned in the support document where you came from, is for using the HomePods as TV speakers, when the Apple TV box is not the source of the media.
