I want to use an image in my photo app
and convert it to a PDF file .
where do I find the pdf’s once they are converted?

It is not possible to import PDF files into a Photos Library on the more recent system versions. Photos has been designed to support the image formats created by digital cameras, like JPEG, PNG, TIFF, or Raw formats, but not graphics files.Try to organise your PDF files in the Files.app or on iCloud Drive.
When I try to add a PDF to Photos on my Mac I am getting an error message like this:
This has been happening since macOS 10.15 Catalina and iOS 14.
To convert a photo to PDF on an iPhone, use Share > Print. In the Print dialog do not select an air printer, but print anyway and select to save to Files. The saved file will be a PDF file.
