orientation control with mirroring

What determines the way images of an iphone/ipad rotate during mirroring to an apple tv

Initial view is in portrait view, one rotates device to landscape. some apps rotate correctly with accurate orientation. others flip back to side ways in portrait.

Are there settings on the devices to manage this or is it within the app being displayed that only can control this?
