my notes password won’t reset

If it is not accepting the password you entered, it is not the correct password for that note.

If you forgot your notes password

To unlock a note, you need to enter the password that it's locked with. If you forgot the password, Apple can't help you regain access to your locked notes. You can create a new password, but this won’t give you access to your old notes. A new password will let you password protect any notes that you create going forward with the new password.

I am having the same issue. with my notes password. I reset my Apple ID password to help reset my Notes password. It gives me the option to create a new Notes Password but it does not work. I am stuck

You cannot reset the password for notes already created. You will need to remember the original password or you won't be able to open them.
