What is "Message blocking is active" on iPhone

What do it means when every time you text somebody it says “ Free Msg: Unable to send message - Message Blocking is active. ” like this

I recently noticed that AT&T must have added something similar.. The last time I texted 'stop' to an annoying survey type spam text, I got a ping back, a 'network' message that indicates texts from that number are now blocked and I'd have to text 'unstop' to remove it from the block list. Maybe your carrier is doing something similar? Did you ever text 'stop' to this number?
