No one can restore a backup of your iPhone to theirs unless they know your AppleID password. And if your AppleID uses 2 factor authentication, they’d need access to one of your Apple trusted devices or trusted backup cellular telephone numbers.

If that is indeed the case then why am I getting repeated messages saying my backup is not complete? The backup I just tried is incomplete? And I am not even touching my phone. Then the settings and layout on the phone have all kinds of new things added like apps that are t mine.
