can’t set up Apple Pay on iPhone

I tried to set up Apple Pay on my iPhone but I doesn’t work because “payment cards are not supported on this account”🙄.

I already restarted my iPhone in sign out and back in to my iCloud account.

What can I do?

PS:My iPhone is running on IOS 15.1 developer beta
