Here's one way:
Start with a blank slide. Click the Shape button in the toolbar and choose a straight line.
Drag it to vertical, click Format in the Inspector, then click Style, then give your line endpoints (an arrow on each end).
Draw a single small line for one of the marks on the y-axis. Drag it to horizontal, duplicate it seven times. Use the Align and Distribute options in the Arrange menu to space them evenly along the axis. Group all nine elements, duplicate the group, rotate it 90º to give you the x-axis. Align the two axes on their centres.
Draw a text box for one of the numbers, duplicate it to create the numbers for the y-axis. Position the text boxes next to the divisions on the y-axis. Retype the numbers from -4 to 4. Alt-drag these numbers one by one to duplicate them to the x-axis.
Draw a text box for the 'x-axis' label, position as required. Alt-drag it to the y-axis, rotate it 90º and change the 'x' to a 'y'.
You should end up with something like this:
(I've ungrouped the axes and then selected all to show the individual elements.)
I have to say Keynote wouldn't be my first choice for graphic/layout jobs like this, but it serves...
Cheers,
