Siri voice is not downloading while watch is charging

It finally downloaded for me, but it took all night. I left wifi on then turned it off in the morning. Normally I don't care about slow downloads, but I don't like using wifi as it drains the watch, already having horrible battery life, even with everything turned off. Granted, it lasts two days for me after only having it for 15 months, but that is with most notifications off, wifi off, location off, all the health stuff and exercise stuff off, the always on display turned off (this REALLY depleted my battery to where I had to charge the next day about halfway through), brightness turned all the way down. Even with all these settings turned off, I get about 2 days battery life, which is ok but I think Apple could do better. I don't know, thought, since the watch is so tiny I'm sure they can't do very much with the battery.

I looked at so many posts on here and all over the net about the same issue. It seems to be a bug that was never fixed or addressed. I think I am just going to disable Siri permanently since it doesn’t work at all. Even tapping on the default voice i see the spinning thing of death and the same message at the bottom “waiting to download when you’re on WiFi and charging.”

It is using some dreadful robotic or horrible 1990's voice. I chose Irish, American, British and they all do the same thing. It is not grabbing the voice from my phone. I have chosen Irish and all it does is spin and spin and spin even though it's been on the charger with WIFI turned on for nearly 2 hours now.
