Keychain Access and iCloud Keychain

Are they separate when it comes to syncing with mobile device? Each time I’ve saved something on my Mac running macOS 11.6 and earlier. I had to manually duplicate the password on my iPad. This is normal right? I figured their not the same since iCloud doesn’t allow me access any of my passwords I’ve saved on my Mac. I have iCloud setup on both devices with Keychain turned on. And I only have one Apple ID. I’ve factory reset my iPad Pro 2nd generation running iPadOS15.0.2 many times. Just to see if that solves the syncing issue. It does not. So, am I correct that Keychain Access and iCloud Keychain don’t sync on mobile device?

You need to set up iCloud Keychain on the Mac. Keychain Access is something different.
