The screenshot tells you what you need to do, you're not connected to wifi, but hotspot which won't work.

The download and install isn’t working on my iPhone XS Max and I don’t know what to do next and my phone is connected to a WiFi network and also plugged. Please I need your help on this one this is really freaking me out badly
