Can I use an Apple external DVD player with my Windows PC?

It should be just plug and play. It should not require a diver at all as its just a standard optical drive and Windows can use them without drivers too.

But if for any reason you need a driver, which you technically should not, you can use the Bootcamp drivers as explained in babowa's link

FYI, on a Mac, you do not need any drivers - you just plug it in and it works. I don't do Windows, so I have no idea if it would work without a driver.
