The new iCloud terms and conditions

My phone keep telling me that “to use iCloud on this phone,you must accept the new Terms and Conditions”,but whenever i select the “terms and conditions” it’s shows “verification failed there was a problem connecting to the server”. I tried it several times it’s popping out same thing.
