It's been like this for days. Any thing wrong with the server?
It seems that the culprit was me trying to install Windows 11 instead of Windows 10. Bootcamp Assistant went through the installing process well if I chose Windows 10. Looks like the downloader had difficulty finding the proper drivers for Windows 11 from the Server.
Can you download software using Bootcamp Assistant -> Action -> Download? Also, which country are you located in?
Yes, bootcamp downloaded Windows Support just fine if the installation step was skipped.

If the Download works, but BC Assistant is failing, what type of network connection are you using. Is it possible to use a wired network connection?
If you need to install W11, I suggest installing W10 first and then upgrading to W11 in-place. There is no official Apple support for W11 (yet!).
