Why does remote management come up on my screen after I’ve put in my Apple ID cuz all I want is to start using it and I can’t cuz of the remote management on the screen what do I do?

Remote management means your phone was purchased/registered by a company to manage and monitor the phone.
The only way to unlock this would be asking that company's IT department to remove it.
