Content and privacy restriction toggles on/off

First, I am the parent and know the passcode. When I go into to set content & restrictions on my children s phones, the toggle is off and the rest of the screen is grayed out. When I hit the toggle it goes green for 2-3 seconds then back to gray. I am unable to make any changes? I have turned the Phones on and off. Everything is updated and has been turned on/off since the update. Please help. I able to setup downtime, but that doesn’t do me much good when who knows what comes up in their searches with explicit content available—defeats the purpose of parental controls. HELP.
