Did that but it keeps sending reset info to his iCloud email. There is not a iCloud email account.

By definition every iCloud account has an iCloud email tied to it. There can't be one without the other.

As explained in the support document there if you cannot access the associated email account, then you will need to contact Apple Support directly and have them reset the password for you. Link-> Contact Apple Support
