Is it possible to transfer a file (400Mb) form iCloud to Dropbox on my iPad Mini?

I've tried that but get this message.
Assuming you have the iPad mini connected to both iCloud Drive and Dropbox, you should be able to use the Files app to copy a file between the two clouds.
They are but I don't know how to do the transfer. Is there an idiots guide on how to carry out this procedure?
