File Transfer on iPad Mini

Look at Use the Files app on your iPhone, iPad, or iPod touch - Apple Support, especially the sections titled "Use third-party apps in Files" and "Move third-party cloud files".

Assuming you have the iPad mini connected to both iCloud Drive and Dropbox, you should be able to use the Files app to copy a file between the two clouds.
