I received an email saying that I upgraded my storage plan......I need to know whether this is a spam. Can I just talk to someone?????

Guessing: You probably got a mail message from Apple because you are already subscribed to a paid storage tier for iCloud, and that storage subscription is now known as iCloud+, and now has some added features.
The subscription cost remains the same, as does your storage subscription.
