I hardly hear the touchtone when I dial the phone unless I put it next to my ears. Is there a way to increase the sound? And furthermore, I don't hear any touch-tone wearing Airpods Pro, why?

There are not any settings on the iPhone that would help to adjust the volume of the DTMF tones specifically.
You may find the available volume controls in Settings > Sounds & Haptics.
As DTMF tones are a carrier-related feature, you may wish to try reaching out to them if you continue to experience issues with using them.

The conclusion, it's not a major thing and I can live without the DTMF, as long there is a dial tone.

My carrier will not support Airpods Pro silencing the DTMF, therefore it's an Apple issue that even the senior advisor does not know the answer.

If you are currently working with a Senior Advisor, it may be best to follow up with them for further investigation.
However, if you haven't yet, you may also wish to reach out to your mobile carrier in regards to the volume of the DTMF sound.
