is there a SHORT USC-C Apple Watch FAST charging cable?

There is only the 1 meter.

It is fixed to the charging puck and can't be swapped out.

Note this needs a 20W (or higher) power adaptor with USB-C output port, and the fast charge function is only supported for Apple Watch Series 7. The cable will charge older models of Apple Watch, but only at the regular charging speed.
