All Apps and Contacts did not transfer

It seems you're having trouble with transferring content to your new iPhone and we can help.

Are there any accounts from your old iPhone that you haven't added to your new iPhone?

Try checking in Settings > Contacts > Default Account, where were contacts set to save and what do you see?

If you see your iCloud account, make sure you're signed in with the same iCloud account on your new device, and you can sync contacts from there.

Use other contact accounts on iPhone

Manage and delete contacts on your iPhone, iPad, or iPod touch

Thanks for checking that.

The best way to save these contacts is to save them to your Files app and then import them to iCloud.

You can tap each contact, then choose Share Contact, and Save to Files.

If you save them to iCloud Drive, you can then open Files on your new iPhone and import each contact.
