I can't Add/Change/Remove Mail Rules

If no resolve—problem account / issues / rules...

Delete the account and then add it back in.

IMAP accounts stay on the server, so no loss.

POP account move any mail you want to keep to "On My Mac" folders stored locally— before you delete the account.
