I’ve recently got given a series 3 Apple Watch but it’s connected to previous owners iCloud
if I was to take this into a Apple store would they be able to delete this and help me set it up with my iPhone

Yea if you purchased the watch second hand then you will have to speak to the previous owner but if they won’t help you if they provided you with the *ORIGINAL PROOF OF PURCHASE* then you could request activation lock removal through apple but it is much easier if the previous owner can simply remove the device from their account.

No, you need t contact the previous owner.
