My iPhone is shooting 4-frame movies instead of photos even though it is set for photos and not for video. I want to shoot just a single-frame photo.

If your phone camera is set to take Live photos (the default) they can look like videos on Microsoft PCs
Turn off Live and if that works for you, go to Camera settings and set the Preserve Settings feature for live photos ON.
